This is an auto-launch program that tries to download every time I restart
the computer or switch users. It has shown up as a short cut on my desktop
and on my task bar (the icon on the taskbar has a clock running). I've run
Spyware and Adware scans and neither is finding it. I can't find it on the C
drive. Do I have to let it install before I can delete it?

Don't let it install or you will have difficulty removing it.

Read through a few of these:

Are you using the latest versions of Spybot and Adaware? With the latest
signature files downloaded? Did you try to run them in safe mode?

Might also want to try the MS Antispyware Beta - it's a free download. Note
the presence of the word *beta* and use at your own risk - and I hope you
are doing regular backups of your data anyway.

That said, I've had no problems with it, myself.
