I installed NAV2003/Norton Internet security as a package. I can uninstall
Norton Internet security but I cannot uninstall Norton antivirus 2003 even
using Symantec's Rnav2003.exe. How do I uninstall NAV2003 and get it out
    clean?

  2. It might be worth having a look at Symatec's site for any similar issues.

I have tried the 2 suggestions but it still will not let me re-install my
    Norton Antivirus. Any other suggestions?

This is the only Symantec article that will help you, you must follow
*all* the instructions and you will be able to re-install NAV.

I did exactly as the article said, still does not work. I am wondering if I
have a virus and could use another antivirus software to get rid of the
virus, but I would still have Norton on my hard drive.

The URL that I posted, again - does work, you need to be patient
    and follow *all* the instructions.
Check the virus quarantine, try running Norton again!
If no joy, run an "online" scanner; http://www.ravantivirus.com/scan/howto-scan.php
Online virus scanner "may" be detected by your installed anti-virus program,
    allow the action if prompted.

Re-read your original post, you have an **(uninstallation)** issue from "bundled"
software which can be a nightmare to accomplish but, it is "doable".
I performed exactly the same chore for someone over the weekend and
succeeded in doing what you are attempting to accomplish here.

    This URL contains the instructions that you need;

If no joy, try a Forum "Specific" to: Symantec/ Norton products.
