hotmail fake email, worms, scams

  1. Is there any agency that can inforce law on internet??? I keep getting fake
    emails ( a banker in nigera) emails with worms (smtp_faild.zip) bank card cos
    trying to update my information (which i dont use). are ther any laws that
    can be enforsed? and who do we report them to. I have a bunch saved. all in
    hotmail
